District 4 Representative

Michael Barnes, a Democrat, represents District 4 on Charlotte City Council. He was elected in 2005 and is now serving his third term on Council. He chairs the Budget Committee and vice-chairs the Transportation and Planning Committee. He is also a member of the Housing and Neighborhood Development Committee and Council representative to the University City Partners.
Barnes is a volunteer with the Mecklenburg County Democratic Party.
He received his law degree from North Carolina Central University School of Law and his bachelor's degree from the University of North Carolina at Chapel Hill.
Barnes was a stakeholder in the Rocky River Small Area Plan Group and has provided pro-bono legal services to disadvantaged area citizens, including elderly and children.
